I think the whole issue is a little bit ridiculous because if they really want to protect the ocean, they wouldnt be able to start a fishing season until the ocean is safe to fish in. They would need to be able to fish for a year before they could even start making a profit. This is a whole lot of money to go to if you want to get into the business of fishing for whales and dolphins.
