I mean, you already have two options for the first picture. The first choice is to just take your camera and snap a picture of the rain. Or you can use a rain gauge and measure the amount of rain you think you should be catching.
A rain picture is just a quick way to get you a picture of the rain. And, once you get a picture of the rain, you can use it to fill in the rest of the picture. As a matter of fact, you could use it to fill in the picture of the sky, too.
You can also do that with a rain gauge and rain drops. Just take your photo of rain and then press the shutter button. Or, if you want to do it in less time, you could take a picture of the rain and then press the shutter button and then make the rain drop.
